Francophone Mobility Program

Immigration, Refugees and Citizenship Canada (IRCC) has options to make it easier for employers to hire French-speaking or bilingual workers outside Quebec. Hiring a French-speaking or bilingual candidate could provide you with many advantages.

For example, you can:

Employers hiring through the Francophone Mobility Program (Mobilité Francophone Canada) are NOT required to obtain a positive Labour Market Impact Assessment (LMIA).
An LMIA is a highly complex and bureaucratic process, which most employers prefer to avoid.
Francophone applicants can apply for a work permit without an LMIA if they have a job offer in a skilled occupation (NOC 0, A or B).
This immigration avenue is highly attractive to Canadian employers as it significantly shortens the immigration process and reduces costs.
Employer Processing Fees Costs

Advantages for Employers

• No Labour Market Impact Assessment (LMIA) is required.
• Employer costs are $230 per worker compared to $1000 per worker under the LMIA process.
• No need to advertise the position in advance.
• The French language does not have to be the language of employment.
• Workers under Francophone Mobility receive an employer-specific work permit.
• No prevailing wage is required.
• There is no CAP on how many applicants can use this program.
• Francophone Mobility work permits may be extended.

Advantages for applicants

You will be granted this work permit if you meet the minimal conditions. Any competent professional who is fluent in French and has made it a practice of speaking it regularly may apply. So, if you’re willing to put in the effort and learn the language, you’ll be able to secure a job and a work visa in Canada without any problems.

Do I Have to be from a French Speaking Country?

No, even if you live in a country where French is not widely spoken, and your first language is not French, you may apply. To examine your language ability, you should take the Test d’évaluation de français (TEF) or the Test de connaissance du français (TCF).
